<div dir="ltr">Dear Arsène,<div>you know me from the youth mailing list (and also from the NRI list, I run the German IGF and am also part of the European secretariat, EuroDIG). Together with a few NGOs I created the IGF Academy, where we gathered funding to get 20 fellows from Latin America, Africa and Asia to the IGF and to create or foster local IG structures in their countries. They are mainly civil society and very diverse, some run NGOs, some others are citizen journalists, half of them women, many under 30 years old. So they are experts, but many of them have never been to a UN IGF due to financial difficulties.
