My experience - others’ may take a different view - is that what underlies the ‘enhanced cooperation’ issues are fundamentally different views about the role of the state in society in different countries and as a consequence the role of governments vis a vis other stakeholders in the formation of policy. I don’t think these fundamental differences are unique to the Internet or originated with Internet policy, and as a consequence I don’t think we will see a resolution of those fundamental issues in this working group - or perhaps in any other multilateral process. <div class=""><br class=""></div><div class="">All of this is by way of saying i wish those of you who choose to invest the time in this new WG the best. Indeed, within the above there can be differences on the appropriate
'forms' of such mechanism(s). But on the two above, I would think,
there should be no differences. That is what the 'enhanced
cooperation' issue is about. And that is what this working group on
enhanced cooperation is all about.<br class="">
