Yes, the strong writes history, and facts matter little.... A small
set of countries actually supported the document, most just kept
quiet and played along in diplomatic nicety, knowing that it was
just an ordinary conference document. Majority of the civil society
present at the venue protested and opposed the doc immediately when
it was presented in the final session - while we may not even begin
to talk of the civil society not present.... But then, the powerful
have it! The powerful have it! The motion is passed. <br>

Net Mundial process was begun with the best intentions by the
Brazilians, but was always meant to be hijacked by ICANN fronting
for the US (whose plan it originally was to stop Dlima from going to
the UN as she had promised) and was indeed hijacked. Finally, it was
a document by, for and of the US led multistakeholderist group, with
global business and the ICANN invested technical community in the
tow, and with support from a fairly good section of IG civil society
(the reasons for which are complex and I will not go into here). So
basically one - 'equal-footing multistakeholderist' - section of
the hotly contested IG space adopted a document at the NetMundial
meeting and have since been unilaterally declaring that to be the
most important - even foundational - document for global IG. This is
plain and simple use of ample resources at the command of the
powerful to, as Louis rights says, fabricate a legend, and write a
fabricated account of history. <br>
