Every four years, the members of the UN’s International Telecommunication Union (ITU) hold a Plenipotentiary conference to set goals, determine the ITU’s budget, and elect officers. This three-week meeting, held in Busan, Korea, ended in early November and attracted more attention than usual because of several proposals to give governments more control over the operations of Internet (e.g. routing, IP address allocation, and Internet domain names). Many fear these could enable censorship, violate privacy and limit innovation. Other, less controversial initiatives discussed in Busan would support the growth of broadband in developing countries, make the ITU more inclusive and transparent, and provide better information on how to make networks more secure and robust. This audience participation event will voice many different perspectives on the ITU and its role in shaping the future of the Internet.
