<li>Civil society and public administrations must have the right to provide and implement network services, including the right to offer their use to citizens gratis and without conditions.
</li><li>Citizens must have the right to connect any hardware to the network (following the carterfone principle), and to use the network for any purpose (for instance, for voip), and connect any other network (e.g. tethering) to networks
without restrictions. </li></ul>
