Just one point that turns to require a very deep and not easy thinking (I
underline the cons we have to consider, but I am also aware of all the
pros we support).<br><br>
You write "That’s one reason why it is so essential that these
conferences be fully open to non-state actors, and that they not be
organized around national representation". You are entering there a
discrimination against one class of multi-stakholders and censoring a way
of expression and free gathering of people. I suppose that what you
really intended to write was "that they not only be organized around
national representation". <br><br>
As a general matter, this shows that we have to be careful when
integrating the digisphere in our common sociosphere. I certainly
understand what you intend to mean, but, when you think of it, the way
you express it is in direct violation of:<br><br>
- the purpose of the originator of the HR declaration, the <b>United
<u>Nations</u></b> <b>Organization</b> that gathers national
representations.<br><br>
- the purpose of the HR declaration which declares that it is essential
to promote the development of friendly <u>relations</u> between
<u>nations</u>, <br><br>
- through "a common standard of achievement for all peoples and all
<b><u>nations</u></b>, to the end that every individual and every organ
of society, keeping this Declaration constantly in mind, shall strive by
teaching and education to promote respect for these rights and freedoms
and by progressive measures, <b>national</b> and international, to secure
their universal and effective recognition and observance, both among the
peoples of Member States themselves and among the peoples of territories
under their jurisdiction". <br><br>
- HR Art. 15. "(1) Everyone has the <b>right to a nationality</b>.
(2) No one shall be arbitrarily <u>deprived</u> of his nationality nor
denied the right to change his nationality." You deprive conference
attendees of their HR to a nationality during the debate. The debate is
to make sure that the digisphere national and international laws applying
to the whole digital ecosysem are consistent with HRs and tend to make it
"people centered". How can we discuss it, if national rights
are not studied and confronted nation by nation? How can we build
international laws protecting all of us if the national laws are not
built as being compatible?<br><br>
- You also limit the HR to, and the result of, a multistakholderist
education "(2) Education shall be directed to the full development
of the human personality and to the strengthening of respect for human
rights and fundamental freedoms. It shall promote understanding,
tolerance and friendship <b><i>among all nations, racial or religious
groups</i></b>, and shall further the activities of the United Nations
for the maintenance of peace. (3) Parents have a prior right to
choose the kind of education that shall be given to their
children.". (Art 26) People are entitled to chose a
multinational, multilingual, multicultural or not education for their
children and to organize and defend them. This calls for their capacity
to share in the international multilog as national communities of
interest (this is more generally true on every international matter
involving national stakeholders).<br><br>

May be what we want to express here is that the human society's penetrate
and integrate a new context which is the digisphere. In that context
national qualities of each stakeholder are enlarged to wider
societal characteristics and issues that are considered as of national or
international nature in a 3D context, but that MUST also be today
considered under new/additional perspectives?<br><br>
