In my understanding, the term 'stimuli' refers only to the
'collective creativity' part and, accordingly, in the part on
participation of different sectors, Dilma makes more or less the
exact same points as represented in the Brazilian Internet
Steering Committee principles.<br>

Internet be such as to stimulate collective creativity, she will
deny the fact that the Internet is indeed a collective

In any case, it will be a pity to judge such an important
statement merely through the lens of how many times she uttered
