Interestingly though, it is not a red line for everybody. WTPF opinion 5 contains the same reference, so it was part of the compromise that the civil society representatives at the IEG were willing to accept. I don't like the language either, but on the other hand I don't see it as a step backward, since it was part of the agreed language at WSIS.</div></div>
