there to get so excited about it. What is of special significance
here, I still fail to understand.<br>

On the other hand, I still think the Brazilian statement was
confusing and unclear in its intent from the start, and has become
even more confusing in being edited down in an effort to negotiate
its passage through WTPF...<br>
