    It seems to me that membership fees matter. As does the ability to
    fully participate, e.g., pay for the hotels and air fare to attend
    meetings. Also important is the ability to speak the language of the
    Net.<br>

          <p>Perhaps I misunderstood your question, but isn't a
            membership organisation which allows multiple stakeholders
            to become members, a multi-stakeholder organisation? </p>
