Dear All,<br><br>Firstly, i would like to thank all those that have participated in being part of the NomCom and all those that had applied to allow the NomCom to have the difficult task of forwarding the list of names to the Civil Society focal point.<br>
<br>The IGC NomCom had selected the following candidates and these names:<br><br><ul><li><pre><font size="4"><span style="font-family:arial,helvetica,sans-serif">Norbert Bollow</span></font></pre></li><li><pre><font size="4"><span style="font-family:arial,helvetica,sans-serif"> Avri Doria</span></font></pre>
</li><li><pre><font size="4"><span style="font-family:arial,helvetica,sans-serif"> Parminder Jeet Singh</span></font></pre></li><li><pre><font size="4"><span style="font-family:arial,helvetica,sans-serif"> Wolfgang Kleinwachter</span></font></pre>
</li><li><pre><font size="4"><span style="font-family:arial,helvetica,sans-serif"> Jeremy Malcolm</span></font></pre></li></ul><br>The Selection by the Chairman of the CSTD includes two of the names that were selected/nominated by the IGC and they are Avri Doria and Parminder Jeet Singh. We knew that our list of Nominees would be subject to re-selection by the Civil Society focal point.<br>
<br>At this stage, it remains unclear whether there were people within the IGC who had applied through the NomCom also applied directly to the Civil Society focal point.<br><br>One thing is certain, there is a need for discussions on a cohesive process of gathering Nominees for the purpose of selection. It is also sad that there is no representative from Europe within the CSTD civil society place. <br>
<br>I will say that there may be a need for clear framework on selection for such multistakeholder processes - constituency related where issues like categorisation (based on region) is properly teased out. Even within the UN, there are some discrepancies with categorisation if you take the UN New Voting Member Grouping or other categorisations. These are all useful dialogue to have.<br>
<br>However, it is important that this does not take away the need to balance and nurture multistakeholderism whilst improving our processes. To this end, let me first congratulate all those that have been selected into the CSTD, yours is an important task and we expect that you will be informing us of the discussions, debates and gathering feedback from those whose voice may not be heard on the floor. <br>
<br>I would also like to thank the many men and women who volunteered and expressed their interest in participation within the selection process for the CSTD. This is a testament to the commitment to participate, engage and an ardent desire to want to make the world a better place by contributing to the very important work that the Working Group will do.<br>
<br>I would also like to thank Anriette and her Team of representatives from within civil society who participated in the difficult task of selection and forwarding names to the Chair of the CSTD. <br><br>Post selection, there are several reflections that have been expressed on the list that demands conversation amongst ourselves. Let us start within ourselves, first within the IGC and within Civil Society and discuss how we can improve our processes. <br>
<br>I would also like to thank the NomCom under the leadership of Devon Blake who did the extraordinarily difficult task of selecting the IGC's Nominees. I would like to thank Guru who initially led the process and who exercised integrity to step down when a conflict of interest surfaced. This little acts are testament to the commitment to remain accountable and transparent which are a key part of good governance.<br>

Dear members of the CSTD and other colleagues,<br>

As a follow up to my e-mail and Note on Composition and Guidelines for the<br>
CSTD Working Group on Enhanced Cooperation, which I distributed on 13<br>
February 2013, I am pleased to inform you of the final composition of the<br>
Working Group in the attached Note. I also am happy to report that Mr.<br>
Peter Major, Vice-Chair of the CSTD from Hungary, has agreed to serve as<br>
Chair of the Working Group.<br>

I would like to express my sincere appreciation to the designated focal<br>
points for each regional and stakeholder group, for their efforts in<br>
facilitating consultations on their respective representatives, which was<br>
very useful for me in establishing the Working Group, keeping in mind<br>
paragraph 21 of the General Assembly resolution 67/195.<br>
<br>
There were many expressions of interest from people with substantial<br>
relevant expertise, which made selecting the representatives a challenging<br>
exercise. It was not possible to include all requests for membership in<br>
the Working Group.<br>
<br>
The Rules of Procedure of the ECOSOC and its Functional Commissions shall<br>
govern the work of the Working Group on Enhanced Cooperation. Discussions<br>
should be open and transparent and respect all proposals and opinions. The<br>
report of the Working Group will be adopted by consensus.<br>
<br>
I intend to have the meetings of the Working Group be open for observers,<br>
including Member States regardless of whether or not they are members of<br>
the CSTD, and representatives of business, civil society, technical and<br>
academic communities as well as other international and intergovernmental<br>
organizations. Observer privileges will be in accordance with the Rules of<br>
Procedure of the ECOSOC and its Functional Commissions.<br>
<br>
Now that the Working Group membership and chairmanship have been<br>
determined, Mr. Peter Major will follow up shortly regarding preparations<br>
for the first meeting of the Working Group.<br>
