<div>For ICANN it is a cost center and the function is performed for acquiring direct experience and metrics, as well as enabling others through anycasts. It is a cost center and challenged by some in the community for that reason. Couldn't be clearer.</div>

Who pays for the infrastructure ? Something is missing.<br>

Since most rootops are government funded institutions.<br>

Mostly ICANN, and Verisign, inter alia. And no tax.<br>
