    Wolfgang K may recall why this approach wasn't originally taken, I
    think it may have been because a human rights oriented document was
    thought harder to get agreement around from the broadest possible
    range of signatories.  Moreover, there is no obvious way to sign on
    to the IRP charter (though this could easily be fixed).<br>
