Regarding the recent recommendations (attached as PDF) produced by the<br>
governments of India, Brazil and South Africa in the context of the IBSA<br>
initiative (<a href="http://www.ibsa-trilateral.org" target="_blank">www.ibsa-trilateral.org</a>) and as a consequence of a meeting<br>
on Internet Governance held by IBSA in Rio de Janeiro on Sept.02, 2011,<br>
Instituto Nupef has the following comments:<br>
<br>
The document is presented as the result of an IBSA Multistakeholder<br>
meeting and all over the document the meeting is presented as the<br>
subject who puts forward the recommendations. We must clarify that there<br>
was no such multistakeholder meeting - Nupef was invited to participate<br>
in the IBSA seminar as a Brazilian NGO which has views and experiences<br>
to share on the issues of Internet Governance. Nupef has never expected<br>
that a document would be produced after the meeting, there was no<br>
deliberation on concrete outcomes and no process that would lead to a<br>
production of a final document endorsed by those who were present. In<br>
our point of view, this subject in the text that presents the proposal -<br>
"the meeting" - doesn't exist;<br>
<br>
Nupef is against the creation of a new body "located within the UN<br>
system" dedicated to undertake the roles described in the IBSA<br>
recommendations;<br>
<br>
Nupef doesn't see how such body could "integrate and oversee the bodies<br>
responsible for technical and operational functioning of the Internet,<br>
including global standards setting;" and why this would be necessary;<br>
<br>
Nupef recognizes that the IBSA recommendations might be an interesting<br>
starting point for a discussion if reformulated and improved, not only<br>
in its content but also in the process of its further development,<br>
including a wider range of civil society voices in an open,<br>
participatory and transparent process;<br>
<br>
Nupef agrees that close collaboration and concrete action is needed in<br>
the field of Internet Governance and strongly suggests that existing<br>
dialogue spaces for civil society, government and private sector - such<br>
as the CGI.br - and existing communications spaces and structures - such<br>
as e-mail lists and foras that have been hosting this kind of<br>
collaborative reflection and action for several years - be the space for<br>
this exchange and deliberation.<br>
