Meeting Existential Threats: Crafting a Caribbean Consensus<br>
<br>
There is a growing sense in our region of ‘existential<br>
threats’--threats to the viability of our societies resulting from<br>
combined effects of economic decline, climate change and natural<br>
disasters, and criminal violence; which challenge the ability of our<br>
systems of regional and national governance to cope.<br>
<br>
We believe that the time is ripe for us to move from diagnosis to<br>
prescription and from criticism to action.<br>
<br>
We are inviting concerned citizens, members of the public and private<br>
sectors and civil society stakeholders from all over the Caricom<br>
Caribbean to submit proposals. These will be synthesised into a single<br>
document Meeting Existential Threats: A Caribbean Consensus.<br>
<br>
The document will be used to lobby governments, opposition parties,<br>
opinion makers, media workers, church leaders, business leaders, trade<br>
unions, civic organisations and any organisation and anyone who is<br>
concerned about the future of our region and believes we can,<br>
collectively, do something about it.<br>
<br>
Everyone who participates in preparing the document will take<br>
responsibility for using it to educate and mobilise public opinion. We<br>
must develop collective empowerment and collective responsibility for<br>
our future.<br>
<br>
Our motto should be “Make an Input; and Make a Difference.”<br>
<br>
To submit proposals, please follow these ground rules:<br>
<br>
* > Send your proposals to the EPA list<br>

else can see it. If you are not already on the list, please join by<br>
going to <a href="http://lists.pambazuka.org/cgi-bin/mailman/listinfo/c-epas" target="_blank">http://lists.pambazuka.org/cgi-bin/mailman/listinfo/c-epas</a>.<br>
Please do not send it to any individual on the Steering Committee; as<br>
other people on the list will not see them.<br>
* > Your proposals should be as concrete and practical as possible.<br>
Try and relate them to changes in any one or more of: structures,<br>
institutions, policies, laws, measures, actions, paradigms; and<br>
located under regional governance, national governance, sustainable<br>
development, and social well-being (more details below).<br>
* > You do not have to say something about all of these, just where<br>
you think you can add value.<br>
* > Make each proposal in bullet point.<br>
* > Keep it short—no long treatises please! Limit each proposal to<br>
one concise sentence. Add a separate explanatory note if necessary.<br>
These can always be published in an Annex.<br>
* > Do not repeat proposals that have already been made by someone<br>
else. Please keep track of what’s already been submitted.<br>
* > Avoid the temptation to send a long list of proposals. Be<br>
realistic about what we can accomplish in the first round.<br>
* > If you have already made a proposal in one of the messages to<br>
this list; please re-package it in the indicated format and send it<br>
again.<br>
* > Locate your proposal(s) in one or more of the following categories.<br>
<br>
A. REGIONAL GOVERNANCE<br>
(i) Addressing Caricom’s crippling deficiencies in leadership and<br>
structures for strategising, decision-making and<br>
decision-implementation (ii) securing genuine people participation in<br>
the regional integration process (iii) developing mutual trust among<br>
Caribbean peoples and states and strengthening the collective sense of<br>
Caribbean identity, self-esteem and self-confidence, (iv) securing a<br>
unified foreign relations policy and foreign economic policy to<br>
maximise Caricom's influence in international affairs<br>
<br>
B. NATIONAL GOVERNANCE<br>
(i)Promoting a culture and mechanisms of long-term strategising -<br>
transcending the political gamesmanship associated with the five year<br>
electoral cycle (ii) securing inclusive and participatory involvement<br>
of Caribbean peoples in politics and government decision-making<br>
processes, (iii) securing greater transparency and accountability in<br>
national governance<br>
<br>
C. SUSTAINABLE DEVELOPMENT<br>
(i) Strategies of and pathways to Caribbean sustainable development<br>
(including agriculture, food sovereignty, and energy) (ii) disaster<br>
prevention, disaster mitigation and adaptation to climate change<br>
(iii) environmental awareness and environmental education<br>
<br>
D. SOCAL WELL-BEING<br>
(i) Measures to end exclusion and promote social and gender equity<br>
and empowerment of youth (ii) addressing crime and violence<br>
<br>
FINALLY, SEND THIS CALL FOR PROPOSALS TO ALL CARIBBEAN INVIDIDUALS AND<br>
ORGANIZATIONS WHO YOU THINK WILL WANT TO “MAKE AN INPUT AND MAKE A<br>
