<font face="Verdana">In my </font>recollection, the shadow cast on
the 2009 co-coordinator election was not on the make-up of the
membership list per se, except for the constant complexity caused by
members subscribed with multiple email addresses.<br>

The difficulty we encountered was with a technical glitch which
allowed for a repeated vote from one email ballot (token), as well
as possible multiple votes by one member from different subscribed
email addresses (noted above). To follow up on this anomaly, Derrick
ran an analysis of ballots cast by IP addresses, and found that
several ballots had been cast from the same IP address in several
cases. It is possible that these were legitimate ballots, since
these may have been cast from shared computers. The calculation done
by Derrick showed that the number of ballots in question was not
sufficient to have changed the results of the election.<br>

Since further analysis of the process would have been complex and
time consuming and would not have changed the results of the
election, we decided that a different technical/software process
should be used for the next election, preventing the possibility of
multiple votes from one email ballot (token) and including a clear
stipulation that a member must only vote using one ballot (token) if
they are subscribed to the IGC under multiple email addresses.<br>

This process was implemented by Jeremy in this (2010) co-coordinator
election.<br>
