True, I keep hoping that at least civil society actors are rather less
circumspect about upsetting powers and could take a lead on developing
some global principles for IG, as well as come up with workable
institutional options regarding them. To take such lead will the best
way to get our perspectives in. <br>
<br>
The forthcoming open consultation on enhanced cooperation is a good
point to start.<br>
