Thanks for highlighting this meeting in Fiji last week. The
Pacific community is doing quite dynamic work on ICT Strategy and
Internet Governance, and is working towards a regional IGF to be
held next April. <br>

The IG training workshop in Fiji was announced by an email call
for applications in the Pacific region as part of the
DiploFoundation Capacity Development in ICT Policy and Internet
Governance for Africa, the Caribbean and the Pacific (ACP) project
funded by the EU and was organized with co-host, the Southern
Pacific Community (SPC). The previous week, Diplo held a workshop
in Rarotonga, Cook Islands, in conjunction with the ITU licensing
and numbering workshops held there, in a great cooperative event
with the Pacific community and ITU.<br>

The SPC press release about the Fiji workshop is pasted below.
However, this was an IG overview and discussion workshop, not a
policy-making meeting. I looked at the link you (David) posted,
and see '</font>that at least one of the participants invited to
the conference or the workshop declined until, as they put it, that
democracy was restored to Fiji so they declined to attend this
workshop'... I personally did not hear anything about this issue, so
I cannot comment on it. An Internet search will turn up abundant
information about the current political (governance/government)
situation in Fiji.<br>

As a part of a series of training workshops for 20 participants
(sometimes we get more than a few extras), the workshops are a great
capacity building resource, and the participants were excellent. We
were impressed with the knowledge sharing and networking going on in
the Pacific.<br>

I agree that we should discuss the regional IG issues and meetings
more on this list... Can we get links to the reports/summaries/blogs
of the regional IGFs?<br>

Islands
Minister for Communications,</span></span> Pacific Island
countries and
territories (PICTs) should adopt a regional approach to
addressing Internet
governance and information and communications technology (ICT)
issues affecting
the region. <o:p></o:p></span></p>

"Calibri","sans-serif";" lang="EN-SG"><o:p> </o:p>In
his
keynote address at the opening of the <span
class="apple-style-span"><span style="color: black;">Internet
Governance and ICT Policy workshop in Suva, the
Honourable Minister Aiyaz Sayed-Khaiyum said that from a
regulatory and
economic perspective, it was logical that PICTs work
together. </span></span></span><span
class="apple-style-span"><span style="color: black;"><o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="font-size: 11pt; font-family:
"Calibri","sans-serif";" lang="EN-SG">‘Some
of us need to carry the baton for some of the others. For
example in Fiji we
have recently developed some laws pertaining to cyber crimes.
We’re quite happy
to share them with other Pacific Island countries that do not
have them,’ said
Sayed-Khaiyum.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 11pt; font-family:
"Calibri","sans-serif";" lang="EN-SG">The
Director of the Secretariat of the Pacific Community (SPC)
Economic Development
Division, Captain John Hogan, told participants that while ICT
and the Internet
were vital for development, there was also increasing potential
for cyber
threats. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 11pt; font-family:
"Calibri","sans-serif";" lang="EN-SG">‘These
are usually in the form of cyber security breaches, and other
illegal
interventions. For the Pacific, this is an important area to
tackle, and PICTs
are in the early stages of adopting such protection with help
from
international experts,’ said Captain Hogan.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 11pt; font-family:
"Calibri","sans-serif";" lang="EN-SG">He
added that in recognition of the importance of these issues,
Pacific ICT
officials at a recent meeting in Tonga gave their full support
for a Regional
Internet Governance Forum to be organised in the Pacific in
2011.<o:p></o:p></span></p>

current two-day workshop is a collaborative effort of SPC and
DiploFoundation,
an international non-governmental organisation.<o:p></o:p></span></p>

mission
is to assist the Pacific Island countries and territories to
build
institutional capacities in order to meaningfully participate in

Internet governance debates and initiate the Pacific Internet
Governance
