We have a final list of nominated speakers (below), and face the
difficult process of choosing 4 of our excellent possibilities. I
suggest we try to do this as soon as possible, so we can give
names to the IGF Secretariat, and so that speakers may prepare
their statements according to the consensus guidelines reached by

Since the consensus seems to be clear that the speakers should
accept IGC guidelines for their statements, I also ask that

discussion if anyone wants to suggest an alternative procedure. If
you disagree with this proposal, please let us know as soon as
possible. I understand that silence does not necessarily mean
agreement, but if alternate opinions are not expressed, we have no
way of taking them under consideration. Please opine in a timely
