Imran,

your proposal is filled with good intentions, but would only work if
all countries around the world ensured freedom of speech, Article 20 of
the Universal Declaration of Human Rights:

http://en.wikipedia.org/wiki/Universal_Declaration_of_Human_Rights

Alas this is not so. Are you willing to put your freedom of speech at
risk?

1. Your proposed system mentions utilisation of the Internet "with bad
intentions" opens the door to interpretation of what "bad intentions"
are. Do I have "bad intention" when I reply to your email? Do you have
"bad intention" when you support the proposal below? Neither you nor I
know, and I certainly would not leave it to a country's political
system to tell me or you that we have "bad intentions".

2. The ITU's recommendations are a straw-man. They piggy-back on
popular criticism of the Internet, and have no underlying rationale
whatsoever. Country level treaties about Cyber attacks are as useless
as the paper they would be printed on because for a concerted Cyber
attack, you need one computer - and the attacker, if we were good
enough at programming, could be you or me. Treaty or no treaty, we
could inflict as much damage as anyone else out there.

I am yet to read an Internet-related proposal from the ITU that makes
sense and that shows they understand how modern telecommunications
work. It is sad, really, since I have worked on several X-series
standards in the late 80s/early 90s (red book, blue book, yellow book
etc.) and there were a lot of very talented people within its ranks
(and it was called CCITT) - all retired now.

Warm regards,

Olivier
