1. This seems like an excellent idea. Can the three of you work (Carlos
Afonso--advice, Fouad--institutional base, Jeremy--application) on the
logistics for forming an appropriate organization to present the
possibilities to the membership? It would be great to see this idea
brought to concrete implementation. <br>

2. Fouad, do you know how to actually form the institutional base we
would need? Can you please research this and present the information on
the list?<br>

3. Jeremy, I am sure we would be interested in your offer to prepare an
application to UNDEF, but can you check first if we comply with the
institutional requirements necessary to make an application? If you are
willing to prepare the application, and can do so quickly so it can be
reviewed/approved in time to be submitted by the December 31 deadline
that would be great. Please confirm.<br>

engaged in promoting democracy4 which are anticipated to receive the<br>
bulk of the funding<br>
(2) Independent and Constitutional Bodies, including Election<br>
Commissions, Ombudsman Institutions, National Human Rights<br>
Institutions and other independent governance bodies, for project<br>
proposals facilitating the inclusion of the voice of civil society.<br>
(3) Global and Regional inter-government bodies, organizations and<br>
associations other than the United Nations, for project proposals which<br>
strengthen the voice of civil society.<br>

I do not think we can get funding unless we have an institutional base.
This could be an umbrella organization, of which formally the IGC would
be a project or program. This is the way several social movements in
Latin America, for example, obtain resources from funding
organizations. Funders are accountable for grants as much as grantees.
