Time to start proposing elements for a comment, and writing the first
draft. Of course, anyone on the list can/should comment at any time,
but I suggest that this core group now start work. Can one of you

BTW, under "Contribute to a healthy Internet Eco-System" ICANNs plan is, inter alia, "successful participation in the 2010 ITU Plenipotentiary Conference". Good point, but what does it mean? :-))))
