accountability for the implementation of several major projects and

style="font-size: 10pt; color: rgb(51, 51, 51);">, Trinidad &
Tobago's National ICT Plan (<a href="http://www.fastforward.tt/"

back even further, Tracy worked with one of the largest Caribbean
corporate conglomerates as Regional Team Leader with responsibility for
e-Business Consulting and was integrally involved in several key and
groundbreaking online initiatives within the Caribbean region
during the late 1990s/early 2000s both in the private and public
sectors.</span><br>

Tracy's academic background is rooted in the Social Sciences (</span></span><strong><span

Psychology</span></strong><span><span
style="font-size: 10pt; color: rgb(51, 51, 51);">) at the
Undergraduate level via the University of the West Indies, and in</span></span><strong><span
style="font-size: 10pt; color: rgb(51, 51, 51);">International
Management</span></strong><span><span
style="font-size: 10pt; color: rgb(51, 51, 51);"> at the Postgraduate
level, via Royal Holloway College, University of London. </span><span
style="word-spacing: 0px;">In 2008, he completed (on scholarship) the
Basic, Advanced and Research Phases of the </span></span><strong><span
style="font-size: 10pt; color: rgb(51, 51, 51);">Internet Governance
Capacity Building Programme (IGCBP) </span></strong><span><span
style="font-size: 10pt; color: rgb(51, 51, 51);">offered
by the DiploFoundation/University of Malta. He also continuously
updates and expands his skills base through Open Learning via the Open

has actively participated in the most recent ICANN Public Meetings in
Sydney and Seoul in 2009 having been awarded ICANN Fellowships to same

on the Panel, <b>Global Capacity Building for Internet Governance.</b></font></div>
