<br>1. One has to have been a resident/ citizen for x number of years - in our case a member of the list for x number of months/ years. That should take care of concerns around "capture".<br>
2. One has to have to have been in the country/ city for the past x period of time - in our case have been seen to be active and participating at least once in the past x period of time. That should take care of concerns around representativeness/ transparency etc <br>
3. Possibly a participation threshold of at least x number of contributions a year since becoming a member, having already met the requirements of points 1 and 2 above.<br>
