<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt;" lang="EN-US">We seek papers that try to improve the definition of Internet governance by providing a clear conceptual basis for establishing its boundaries. Current definitions tend to either default to ICANN and IGF as known focal points of I</span><span style="font-size: 12pt;" lang="EN-US">nternet </span><span style="font-size: 12pt;" lang="EN-US">governance, or else refer to specific 'issues' in which transnational collective institutions are not central. The Symposium seeks to foster a panel discussion of papers of a theoretical/definitional type that probe the concept of Internet governance and its varying institutional manifestations and boundaries. As examples, we would be interested in analyses of questions including a) how is I</span><span style="font-size: 12pt;" lang="EN-US">nternet </span><span style="font-size: 12pt;" lang="EN-US">governance related to the governance of other forms

(ii) Who should evaluate that? (iii) Should the IGF continue? Why? (iv) What are the benefits and disadvantages of having a decision-making process for IGF?</span><span style="font-size: 12pt;" lang="EN-US"> </span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt;" lang="EN-US">A body of international relations theory defines "securitization" as the process and effects of actively constructing something as a security problem or existential threat. Securitization analysis has been applied to military relations, human rights, immigration policy and banking, among others. It explains how invoking "security" justifies extraordinary measures, such as pre-emptive attacks, centralization of power or the suspensions of liberties. It is clear that the Internet is currently engaged in a process of securitization. The Internet is being defined as a "critical infrastructure" and a mini-Cold War developing over the use and vulnerabilities of the Internet, as the U.S. accuses Russia and China of cyber-spying and cyber-disruptions. We seek papers analyzing the way global Internet governance is being changed by the securitization of the Internet. Papers could analyze the i
mplications of current and proposed legislation such as the US Cyber security Act of 2009; analyze the relationship between state and nonstate actors in Distributed Denial of Service attacks such as those in Estonia and Georgia; assess the scope and nature of the actual threats posed; analyze the interdependency of Internet infrastructure with other critical infrastructures such as energy and financial networks.</span><span style="font-size: 12pt;" lang="EN-US"> </span></p>
