Beyond that, I do not think it is the business of the roots or ICANN what the particular goals of the TLD may be. I remember Chris Ambler and his ,web very well, as we lost .biz by theft of ICANN at the same time ICANN refused to include web for "fear it would conflict with other instances of it in other roots.
