What rules/law does this quasi-judicial body apply? Without that, it's useless second-guess or a dangerous political bypass mechanism.<BR>

I would add to this – who will be responsible for the creation of such a body? Current international law practices have demonstrate a high failure rate and have proven incapable (politically and institutionally) to deal with current challenges.<BR>
