My current involvement with the Net is primarily with city TLDs, those long
banished entities, a DNS lacuna soon to be filled ( go .nyc!). Presuming
these entities, home to more than 50% of the world's population, succeed in
work their way into the DNS as public interest serving entities, their
role in the Net's governance structure must be considered. Thus if we're
