Folks, sorry to have to do this, but it has been pointed out to me that in<br>
the final text I left out an important paragraph which appears to be<br>
universally accepted as important, as below.<br>

"The right to freedom of expression is at the very heart of the Internet's<br>
open and participatory nature, and both new opportunities for, and new<br>
threats to, this right have emerged in the digital ecology."<br>

It's important to add this, I think, and I apologise for its omission. It<br>
was discussed and accepted widely in preparation of this document.<br>
<br>
I suggest it be added before "Other important Internet policy areas" in the<br>
text.<br>
<br>
Please if you oppose this addition to the text which seems to be getting<br>
widespread support, say so clearly now. It was my omission and was not a<br>
controversial section in the discussions that preceded the final version as<br>
far as I can see.<br>
