<P>We in the Secretariat of the World Forum of Civil Society Networks - UBUNTU
(<A href='\"http://www.ubuntu.upc.edu/?lg=eng\"'>www.ubuntu.upc.edu</A>) and the
World Campaign for In-depth Reform of the System of International Institutions
(<A
href='\"http://www.reformcampaign.net/?lg=eng\"'>www.reformcampaign.net</A>), on
behalf of the Conference Committee (detailed at the end of this e-mail), are
very pleased to warmly invite you to participate actively in the:</P>
<P><STRONG>INTERNATIONAL CONFERENCE FOR THE REFORM OF INTERNATIONAL
INSTITUTIONS</STRONG>, in the form of <STRONG>DIALOGUES BETWEEN DIFFERENT LEVELS
OF GOVERNANCE AND CIVIL SOCIETY ACTORS</STRONG>, to be held on <STRONG>20 and 21
November 2006 in the headquarters of the ILO </STRONG>(International Labour
Organization) <STRONG>in Geneva</STRONG>. See enclosed PDF document.</P>
<P>The UN summits (for example, the recent gatherings held in Monterrey on
Financing for Development and in Johannesburg on Sustainable Development) have
given rise to extremely interesting declarations and action plans but without
the resources to fulfil them. Moreover, much of the responsibility has been
shifted to the ‘global market’. In the light of these circumstances, there is a
need for in-depth analysis on how the System of International Institutions
should re-orientate itself. In a world in which conflict, violence,
fundamentalism, etc. seem to be winning the war over peace and individual and
collective human rights, this initiative, with its wide-ranging proposals, is
more urgently required today than ever before.</P>
<P>Consequently, we believe there is a need for a gathering to continue earlier
studies and conferences - a gathering that will draw on the work already done -
and to analyse and put forward proposals for a new direction in the system of
multilateral international institutions. Representatives from states and
regional associations of states, autonomous governments and local authorities,
parliamentary organisations and, of course, civil society organisations will
come together for an International Conference for the Reform of International
Institutions.</P>
<P>We in the Conference Committee hope that you will find this event of interest
and that your other commitments will allow you to play an active part in it.</P>
