[governance] The 1st Arab IGF Chairman Report

I am forwarding to the governance list the Chairman Report for the 1st Arab
IGF held in Kuwait last October 2012 and hosted by Kuwait Information
Technology Society. I hope the report will give a background on the Arab
IGF as a process and as an event.
