I am not sure the approach of "we might consider the process of universalizing this 4th amendment" will be well received by nationals of other countries..
"I am being spied on and now they want me to accept their rights..."
I do think we have a strong framework of human rights internationally and constitutional rights in many countries that could be fit better as a framework and as the rhetoric
