It's worse than that, because even the initial version presented to WCIT 
can be modified by the Congress (why else hold it, if all it does is 
rubber stamp a Council document).

 From my experience at previous ITU 'summits', like WTDC, most of the 
serious meaning-changing will happen in late night breakout groups, and 
each subsection will go through possibly dozens of official revisions, 
with everything (from an IG perspective) depending, in the end, on half 
a dozen words in the whole thing.
