Q: Do I need a visa to attend the IGF meeting in Baku?

A: Please check the visa requirements on the Host Country's website .

Q: How can I get a support letter for my visa if I need it?

A: The official confirmation of registration sent by email to every registrant will be accepted as enough proof for visa requests.

Q: How can I apply for a visa?

A: If there is a Azerbaijani embassy in your country, you can receive your visa from the embassy. If there is no Azerbaijani embassy in your country, a note verbal will be provided to the participants that have been approved by contacting the Host Country via their website.

To me, this information is still very unclear and not very helpful. 
Can you get a visa at the airport when you arrive, or not? We still don't know. 

Frankly, I have no idea what this means: "a note verbal will be provided to the participants that have been approved by contacting the Host Country via their website."
