There is certainly the possibility of a debate about changes in the
political control of the distribution master - or perhaps control of the
file loaded onto the distribution master.

However, what we started discussing was the comment that:

        "Globally, internet traffic passes through 13 root servers. Nine
        of them are in the US, two each in Japan and Western Europe.
        These servers move the information. I believe India and other
        countries ought to play a much more relevant role in managing
        traffic flows.

And we have gone on to see that there are many more than 13 servers
(although only 12 server operators), and global internet traffic does
not pass through them.
