Hello Parminder, all, 

I suspect this was a temporary misstatement on your part, Parminder, but I think it is worth correcting the record given the context of this (very interesting) exchange. RIPE NCC (which is secretariat of the open RIPE community and operator of K-root) is the RIR for Europe, the Middle East and parts of Central Asia, not North America (ARIN serves as RIR for that region).
