[governance] Formal IGC response to IBSA proposal ahead of 18-19 Summit?

I hope we are brave enough to think differently, bold enough to believe we
could change the world, and talented enough to do it.

You all have put up good inputs! Most interesting is Mc Tim's, point  "power
play" quite interesting.

Looking forward to see how we change the way each of us  sees the world
today; "the Internet ".
