[governance] Update on City TLD Governance and Best Practices

I am involved in this option because we have proposed for our national
workshop with  theme "new gTLDs and best practices for cities."
I think it logically corresponds to the theme of the year compared with the
day World Telecommunication and Information Society, including "*Better
city, better life with ICTs".*
This theme is also involved in the consideration of most major urban areas
in Africa and particularly in Congo Kinshasa, which have no website.

we support this workshop.
