[governance] Rules decide Membership not existing Members

Dear All

I am beginning to think that a way out of this - though it is not backed up
by our constitution documents - is to follow the electoral model used in
elections in countries, cities etc:

1. One has to have been a resident/ citizen for x number of years - in our
case a member of the list for x number of months/ years. That should take
care of concerns around "capture".
2. One has to have to have been in the country/ city for the past x period
of time - in our case have been seen to be active and participating at least
once in the past x period of time.
3. Possibly a participation threshold of at least x number of contributions
a year since becoming a member, having already met the requirements of
points 1 and 2 above.
