Having been at this year's CSTD meeting (with some other list members) I 
didn't get the impression that the various Member State representatives 
were as out of touch as you suggest. They seemed to comprehend the 
issues well (and there was much more discussion of the IGF renewal 
related matters than you might have expected from the agenda).
