They probably either have made some kind of deal with patent holders,
possibly royalty-free license that covers their use, or they're
relying on their non-commercial nature (patents only restrict
commercial use, as noted).

Also, in copyright legislation there are certain legal
exemptions for people with disabilities; I don't know of
such in patent legislation, but there might be some that
are relevant here.
