[governance] Rights as core theme of the IGF

  I fully support this as a core theme.  And well done!

  I shall also pass this along to our members and humbly request
that they review, and if also in agreement to let me know so that
I can pass back to this group their decision, as well as pass it
along as broadly as possible.
