this is a big item that has been missing from all of the recent civil  
society efforts - the effort to raise enough money to allow civil  
society from all regions and economic status to be able to attend the  
many important post-wsis meetings.

i think that at some point, some of the people in the IGC and others,  
who know how to raise funds should form a funding sub-group to figure  
out how to come up with continuing funding for participation.
