I'm not disagreeing with anything Milton says, however
Milton says:

How can this be a solution? What users are referred
to? All internet users? Including those who know
nothing about how the internet operates? I'd be
worried if all internet users were encouraged about
the issues being discussed here.

That said, I don't have the answers.
