    That said, a "Framework" is not in itself content; if said
    principles become all about process, then substantive issues in the
    holistic sense will drop off the radar. In other words, human rights
    imply process issues but not necessarily the other way around so
    these rights need to be unpacked and fleshed out. The N&P
    principles do this because they focus on privacy for instance.<br>

                class="" style="">ICANN</span> is a very western centric
              organization,
              based on its staff and posture.  3
              centers. They have implemented Sales Force <span class=""
                style="">CRM</span> across the offices to ensure
              questions are answered. <span class="" style="">ICANN</span>
              is also creating “engagement centers” around the
              world. Montevideo, Beijing, Geneva, Cairo. Building
              centers of excellence, such
              as in Delhi and another to come in Africa on youth and
              entrepreneurship and a
              possible 3<sup>rd</sup> one in Russia. </p>

            <p class="MsoNormal">“Ensuring that <span class="" style="">ICANN</span>
              is ready to face the responsibilities
              it has at the global level.”</p>

            <p class="MsoNormal">Wants <span class="" style="">ICANN</span>
              to be an example of <span class="" style="">multistakeholderism</span>
              and
              openness. </p>

              rooted in the pubic interest. Some view may
              diverge. I am think this is we have not acted > he

            <p class="MsoNormal">Civil society representatives need more
              strength – <span class="" style="">ICANN</span> can
              support costs of travel. We have a 133 countries siting at
              the table and
              showing at every meeting. They are on “equal” footing. </p>

            <p class="MsoNormal">Brazil wont discuss <span class=""
                style="">internet</span> principles in general, but
              principles of governance: principles, networks, etc. We
              will just have 2 days.</p>

            <p class="MsoNormal">PHASES: Design (the <span class=""
                style="">internet</span> ecosystem which will work, this
              effort should end in the Brazil meeting) (hopefully this
              will be shown as a
              picture. This is a high level document. 10pgs), engineer
              (this is a second
              phase and it will start in early may and go through the
              end of the year. Take
              the high level design and develop how it will work. <span
                class="" style="">Joi</span> Ito, <span class=""
                style="">Novack</span>, etc. This
              needs to give me something that is <span class=""

              bringing the pieces to create a complex regime that
              is new, synchronized with the nation-state model. We are

              this was a discussion where only small rooms that US
              controls the Internet. <span class="" style="">Fadi</span>

              oversight from US. It was always know that this was just a
              matter of time. <span class="" style="">Fadi</span>
              and his board agreed that <span class="" style="">ICANN</span>
              is ready to overtake that function and have the
              public discussion about it. We have strategy panels, one
              led by Vincent Cerf,
              who is about to release its report saying <span class=""
                style="">ICANN</span> is mature enough. The question
              is all about if <span class="" style="">ICANN</span> is
              mature enough … and we need a mature civil society. I
              was invited for the Best Bits meeting and it was a great
              truth meeting. </p>
            <p class="MsoNormal"> </p>
            <p class="MsoNormal">He wants us to be sure we all are
              mature enough to assume
              all functions. And for this to happen <span class=""
                style="">Fadi</span> feels we need more and stronger
              civil society. But the stakeholders need engage and be
              mature, so no other
              country (or all of them) take control of the <span
                class="" style="">IANA</span>.</p>

            <p class="MsoNormal">We are planning the creation of
              governance networks. How we would come together and for a
              certain issue could include A + B + C. they are dynamic,
              hopefully effective and the involved may vary based on the
              need.</p>
