In order to establish the thread, I suggest that we consider the

replacement of the Westphalian Nation-State concept by the 4D concept of

Multi-stakeholders-Society-State with its four main components: three

inherited from the Athenian democratic debate and Archons roles

(Eponymous, Basileus, and Polemarch) toward common, home, and foreign

affairs, a fourth one being added as being the 4D Architarch duty, toward

ulterior affairs (i.e.| policy, order, defense and precaution). [I note

that the precautionary duty and proportional reparation toward the human

environment - what also includes the artificial one - are included for

almost 10 years in the French constitution].<br><br>

As a summary, I move the (information) "Society-State" as being

the replacement trend observed in the world, with  people centric

information society esthetic in mind, with a resulting technical ethics

applying to the way to design, use and manage it.<br><br>

This model of State is multistakeholderist with its interests and duties

distributed in the four WSIS acknowledged societal areas:<br><br>

- general policy, economy of the day to day life, development and

planning, R&D <br>

- home peace, order, justice and general precautions<br>

- foreign state relationship, organized agreements, defense and

international precaution<br>

- ulterior concerns : which society are we to build today, for a

sustainable societal development and capacitation?<br><br>

 I add that, in all these areas, societal sovereignty calls for a

societal coherent and consensual computer assisted capacity. It means

that this society shared computational and networking capacity and

associated referent frameworks (technological choices, terminology,<u>

</u>laws, rules, norms, standards and best practices, knowledge,

information, archives, big data, bots, cyberspace share, etc.). They make

the "society-state" digital extension of the national

territory. <br><br>

NB. The reason why I favor IGF-PLUS, is that "PLUS" is the

acronym ("Plugged Layers on the User Side") of the way to build

this digital extension of the national (or/and community, or/and private)

digital territory. One of these layers is well known from every of us: it

is the Web. It is a part of the "présentation layer" which is

also to take care of encryptions and natural languages: as documented by

IDNA2008, RFC 5895, IPSec, MIME.<br><br>
