<div>In the context of the <a href="https://ec.europa.eu/digital-agenda/en/news/commission-plans-guide-through-global-internet-policy-labyrinth"><font color="blue"><u>Global Internet Policy Observatory</u></font></a> (GIPO) initiative, the European Commission
will launch soon a call for tenders for a service contract of a maximum value of <b>EUR 50,000</b>.</div>
<div style="margin-top:5pt;margin-bottom:5pt;"><font size="3"><span style="font-size:12pt;">The purpose of this call for tenders is to develop a <b>feasibility study</b> which will provide:</span></font></div>
<ul style="margin:0;padding-left:36pt;">
<li style="margin-top:5pt;margin-bottom:5pt;">an <b>assessment of the technological requirements and available tools</b>, to develop an online platform that would automatically collect and analyse information on Internet-related policy-making processes, as
well as</li><li style="margin-top:5pt;margin-bottom:5pt;">a set of <b>recommendations on the best "internal governance framework" for such platform</b> in order to ensure the maximum levels of transparency, accountability, independence and inclusivity.</li></ul>
<div style="margin-top:5pt;margin-bottom:5pt;"><font size="3"><span style="font-size:12pt;">In addition, the successful contractor will be expected to provide:</span></font></div>
<ul style="margin:0;padding-left:36pt;">
<li style="margin-top:5pt;margin-bottom:5pt;"><b>an online website</b>, accessible to the Commission's services and to any other party the Commission might wish to grant access to, which will be used by the Contractor to set-up "live" <b>demonstration versions</b>
of a limited number of technological tools analysed.</li></ul>
<div style="margin-top:5pt;margin-bottom:5pt;"><font size="3"><span style="font-size:12pt;">The feasibility study is expected to last for a maximum duration of <b>4 months</b>.</span></font></div>
<div style="margin-top:5pt;margin-bottom:5pt;"><font size="3"><span style="font-size:12pt;">Interested economic operators can <b>express their interes</b>t to participate in the call for tender until <b><u>2 September 2013</u></b>, in writing, by sending an
e-mail to:</span></font></div>

will have expressed their interest (as above) and to other economic operators as it deems appropriate, pursuant to the above-mentioned Rules of Application of the Financial Regulation.</span></font></div>
